For Dr. Dorothy Kiyaga Nseka, strong institutions are not built by chance. They are built when leaders are willing to ask difficult questions, confront uncomfortable truths, and act with integrity even when it is not easy.
With more than three decades of experience in Uganda’s banking sector, Dr. Dorothy has dedicated her career to strengthening the governance systems that keep organisations accountable and resilient. As Chief Audit Executive at Housing Finance Bank Uganda, she provides independent assurance and strategic insight to the Board and senior management on governance, risk management, and internal controls.
But behind the technical language of governance and audit is a deeper purpose: protecting institutions and the people who depend on them.
Dr. Dorothy’s journey in internal audit has been shaped by moments that required both professional expertise and personal courage. In the financial sector, governance challenges are rarely simple. Difficult issues arise and raising them can sometimes be uncomfortable. Yet she believes this is precisely where leadership matters most.
“Leadership is not only about technical expertise,” she reflects. “It is also about having the courage to raise critical issues when something is not right.”
This conviction has shaped her leadership style. Known for strengthening governance frameworks and advancing risk-based internal auditing, she has helped position Internal Audit at Housing Finance Bank as a trusted advisor to both the Board and management. Her work has not only strengthened the institution internally but has also influenced governance conversations across the wider financial sector.
Her contributions have gained international recognition. She has presented governance insights from Uganda’s financial sector at global conferences, and the internal audit function she leads has been benchmarked by other institutions seeking to improve their governance practices. She has also received recognition from the Institute of Internal Auditors for championing initiatives that promote awareness of the value of internal audit in strengthening accountability and transparency.
Beyond her role at the Bank, Dr. Dorothy contributes actively to the broader governance community. She serves in leadership roles within professional bodies including the Institute of Internal Auditors Uganda and the Institute of Corporate Governance of Uganda, and she participates in audit committees supporting public institutions and regulatory bodies. Through these platforms, she continues to advocate for stronger governance practices across Uganda’s financial sector.
Yet her leadership philosophy remains grounded in simple principles.
Good governance requires independence.
Strong decisions require honest conversations.
And sustainable institutions require leaders who are willing to challenge assumptions.
From her experience working closely with boards, regulators, and leadership teams, Dr. Dorothy believes one of the greatest governance challenges today is ensuring that governance frameworks keep pace with rapidly changing risks. Digital transformation, regulatory pressures, and evolving stakeholder expectations mean that boards must constantly rethink how they oversee risk and strategy.
“Governance should never be treated as a compliance exercise,” she explains. “It must be a strategic function that strengthens decision-making and long-term sustainability.”
At the heart of her leadership approach is integrity. She believes ethical leadership is demonstrated not through statements but through consistent actions. Over time, that consistency builds trust and creates a culture where people feel confident to speak up and do the right thing.
What motivates her most, however, is not simply institutional success. It is seeing people grow.
Throughout her career, she has found deep satisfaction in watching professionals she has worked with develop into responsible leaders who contribute meaningfully to their organisations. For her, leadership is not only about building strong institutions it is also about helping people realise their potential.
As a member of the League of East African Directors, Dr. Dorothy values the opportunity to engage with a community of leaders committed to responsible leadership and continuous learning. Through dialogue and collaboration, she believes leaders can learn from one another and strengthen governance across sectors.
