Some leadership journeys are defined not only by growth, but also by the ability to guide institutions through periods of change while keeping people aligned, focused, and resilient.
Over more than three decades across Uganda, Kenya, and Nigeria, Sam Ntulume has built a reputation for doing exactly that.
As Executive Director and Chief Operations Officer at I&M Bank (Uganda) Limited, Sam operates at the intersection of strategy execution, operational leadership, governance, and institutional development. He is widely recognised for strengthening governance frameworks, driving operational excellence, and leading organisations through complex transitions while maintaining stakeholder confidence.
Among the achievements he is most proud of is leading transformation and integration processes for financial institutions in Uganda and Kenya during merger and acquisition activities. These experiences demanded strategic clarity, resilience, strong stakeholder management, and the ability to guide teams through cultural shifts and operational restructuring. They reinforced his belief that stability, trust, and clear communication are essential during times of significant change.

Throughout his career, Sam has learned that culture is the true foundation of performance. In his view, even the most robust strategies struggle to succeed without trust, accountability, and values-driven leadership.
That belief continues to shape how he approaches leadership and governance today.
His decision-making framework is grounded in three principles: transparency, accountability, and consistency with values. For him, leadership is not simply about achieving results, but about ensuring that decisions remain ethical, well-reasoned, and aligned with both organisational purpose and personal integrity.
“Leadership often requires making difficult decisions, but I have found that when decisions are guided by clear values, communicated transparently, and implemented consistently, people may not always agree with them, but they will respect them.”
Reflecting on the demands of today’s business environment, Sam observes: “One of the greatest challenges facing leaders today is balancing the need for agility with the responsibility of accountability. Organisations must respond quickly to technological change and evolving stakeholder expectations, while remaining committed to sound governance, regulatory compliance, and sustainable business practices.”
What makes Sam’s perspective particularly compelling is the balance he brings between operational depth and strategic foresight. Drawing on experience across multiple markets and leadership functions, he is known for simplifying complexity, strengthening governance oversight, and helping institutions remain focused on long-term value creation.
His leadership style has also been shaped by mentors and business leaders who demonstrated humility, discipline, and strategic thinking, as well as by exposure to diverse corporate cultures across East and West Africa. These experiences taught him the importance of emotional intelligence, open communication, and leading by example.

Beyond organisational performance, what continues to motivate him is the opportunity to build institutions that positively impact society, develop future leaders, and contribute to sustainable economic growth.
“For me, leadership is ultimately about stewardship. It is about leaving institutions stronger than you found them, creating opportunities for others to grow, and ensuring that your influence contributes positively to people, communities, and future generations.”
As a member of the League of East African Directors (LEAD), he values the platform for shared learning, collaboration, and continuous leadership development. He believes LEAD plays an important role in strengthening governance capability, expanding leadership networks, and advancing leadership excellence across the region.
